Personal Recruiting Website

My son (2015 RHP) has been trying to fill out some of the Perspective Recruit questionnaires and we are noticing that quite a few of them are asking for a link to his "personal recruiting website". Is there a way, or a website that has a template to walk you through making one? I don't want to have to pay a recruiting service so is there a way to do this on your own?
