PG National Underclass Invite

My son received an invite/application for the Perfect Game National Underclass Showcase in early January. Does PG send these invites to most everyone in their database or are the invitees specifically picked based upon recommendation or observation? My son's team played at the National WWBA Tournament this past summer - so I am wondering if pretty much all participants in the tournament receive this invite.

I believe that it is a mass media attempt to get kids to the showcase. My son received one as well
