With a runner on 3rd, can a RHP pick off to 3rd from the windup so long as he does not move toward home?

From the set, is a RHP given the same 45 to 3rd that a LHP is given to 1st?

Let's say there is a runner on 1st and RHP on the mound. Pitcher, from set, lifts foot off the ground, and runner goes on first move. Can the pitcher do an "inside move" and simply turn clockwise and throw to 2nd so long as he makes no move toward the plate? It would essentially be a pickoff move to 2nd, but only he would be throwing to 2nd with runner trying to steal it.

Yes, the pitcher can make a move to any base from the wind-up except under HS rules. In HS he has to disengage first.
The 45 degrees applies to all bases from either hand.
Yes, if the runner breaks to second the pitcher may make an inside move to second as long as he lands on the backside of the rubber first. If he touches in front or toward first then it's a balk.
