If the heal of the (RHP) pithers foot is on the side of the pitching rubber, can a pitcher pitch from the Right side of the rubber?

Yes, he can.
He must meet the requirements in Rule 6-1:3 ..."his entire pivot foot in contact with or directly in front of the pitcher's plate."
They do it in the bigs...

Agreed. But who calls the rule book strike zone either? Some will let you get away with it at the high school level others won't. You won't see many Major League Umps enforce that rule, just like the coaches in the box rule. Lot of flexibility given, and that is fine.

I may be mis-interpreting, but I though you were asking if you could have your heal against the side of the rubber and not in front and just off to the side as in CB's photo. If you have your heal on the side of the rubber you will probably not get away with it.

Even though they do it in the big's it is technically not allowed in high school.
As hsballcoach said it is ump to the the umpire as to enforceing the rule or not. Sometimes the the nature of the game will dictate the call.
