With R1 on first and two outs, the pitcher begins his delivery. R1 breaks for second and F3, who is playing off the bag, makes contact with R1. B1 swings through the pitch and his follow-through interferes with F2's throw to second.
a: F2 retires R1 at second.
b: R1 is safe at second.

Proper call in a & b?

A) Since F2 retired the runner, INT is ignored. However, R1 was obstructed by F3. So, he gets awarded 2B. That would be my ruling unless proven wrong today.

B) R1 goes back to 1B since the throw didn't retire the runner. He made it regardless of the OBS so F2's initial throw would not have retired him. So, the "weak INT" is enforced. Ball dead and all runners return to base at TOP. Again, until proven wrong.

This is for OBR. It all depends on what F2's initial throw does to me.
