pitcher of record

Tie game at end of 8 innings. Visiting team scores one in the top of the 9th. New pitcher comes in to close. Who gets the win - first pitcher or reliever? Is it based on when coach officially enters new pitcher, does start of new inning have any bearing?

Whoever pitched the 8th inning was the pitcher of record until the new pitcher took the mound in the 9th inning. So the pitcher in the 8th is the winning pitcher, and the guy that pitched the 9th gets a save.

The pitcher of record was the pitcher who completed the 8th. The reliever should be credited with a well earned save.

A pitcher isn't the pitcher until he toes the rubber. If the relief pitcher pinch hit for starter in the top of the 9th and drove in the winning run congrats to him, but he wasn't the pitcher of record when his team took the lead, the other guy was.
