Eventually pitchers have to learn how to throw inside to be effective but where should a pitcher's primary location be?

As we try to develop my son's command going into freshman ball where his fastball isn't going to get by the decent hitters I'm planning on focusing him on low and outside on right handers and working from there. We'll still work on throwing inside and moving up and down in the zone but the money pitch is going to be low and outside with the fastball.

I am using the same philosophy with my son. He is a lefty and naturally locates outside to RH hitters. While bbscout insists that successful pitchers command both sides of the plate (and I agree), I believe that the hardest pitch to hit is low and outside and I am working with my son to have command there first. We also work high and tight but low and away is becoming a very consistant strike pitch. JMO.
