Pitching Question about Illegal Pitch

With NO RUNNERS on Base the Pitcher goes through his complete Wind Up and makes a move toward Home Plate but then STOPS completely.

Is this an illegal Pitch and Ball given to Batter.

Only Rule I can find is when Pitcher drops the ball.

I think its considered a Balk and that a count of a ball will be given to the pitch count to the current batter at the plate.

You might want to post this in the Umps area to get a better answer.

Thanks, I did find the answer in the rule book. Anytime a Pitcher makes a full motion towards home he must deliver the pitch. No runners on base - Illegal Pitch and a ball awarded the batter. Runners on Base - a balk all runners advance a base.
