Pitching Question about Illegal Pitch

With NO RUNNERS on BASE. The Pitcher goes thru his complete Wind up and takes a step towards Home Plate and the STOPS. I called this an illegal Pitch but i can only find a rule about the Pitcher dropping the Ball as an illegal Pitch.

If anyone can send me the rule book reference. I'd be very grateful.

The rule book mentions the pitcher must complete his pitch once started. I don't have the rules in front of me, but it's there.
