In Pony baseball, Bronco division, an umpire called a balk when the pitcher threw to third. He called the balk because the third-baseman had both feet in foul territory. Is this the correct call. Major league rule 4.03 all fielders must be in fair territory but it only mentions a balk for the catcher not being in catchers box until the ball leaves the pitchers hand.

Definitions:

A BALK is an illegal act by "the pitcher" with a runner or runners on base, entitling all runners to advance one base.

Unless there is a squeeze play on, no one but the pitcher can cause a balk.

F5 the offender in the OP can not cause a balk.

4.03 When the ball is put in play at the start of, or during a game, all fielders other than the catcher shall be on fair territory.


When there is no penalty following a rule, then it is a "don't do that" enforcement by the umpire.
The only follow on for the umpire if the D refuses to comply is "ejection".
