Pros and cons of playing for program in rebuilding mode

Would love to hear both positive and negative stories of prospects who were recruited by a college program in "rebuilding" mode -- new coaching staff, bringing in different types of players than what were there before, trying to fill holes, etc. Am trying to look at all the upsides and downsides of a situation, various factors to consider, etc. Thanks in advance for your input.
