Farm System definitely improved but there is some way to go.

What I have heard is that their scouting and player development is pretty traditional and not really state of the art, they prefer that classic "good body" type of pitcher for example and don't look so much at modern stuff like fastball shape.

Overall their development of players ever since harper, Rendon and strasburg came up hasn't worked all that much anymore. Turner was great but he also already was in AA when they got him.

Sure Soto is great but he is Juan Soto, besides him many former highly rated prospects have not fulfilled expectations and first round draft picks didn't really pan out.
