"Make book" is a horse racing phrase which means it's a sure bet.
Bookmakers make books... One who accepts and pays off bets, as on a horserace. Also called a bookie.
A bookmaker does not want to incur a loss! When he makes his book on a race, he sets the odds on each runner so that the money he receives in bets should exceed the amount he will have to pay out whatever the result of the race. As bets are placed, he will adjust the odds and may lay off some bets with another bookmaker. The bookmaker therefore does all he can to ensure that he makes a profit.

Glad you enjoyed your stay in Tennessee. Things have changed since you’ve been here. People in East Tennessee are not as friendly as they used to be. The “Big Orange” has had its juice squeezed! A$$ Whooping and Georgia are prohibited from being used in the same sentence within 100 miles of Knoxville. Can you imagine being ranked one of the top 10 in the nation at the beginning of the football season and then finishing 5-6 and not even being bowl eligible.
Here is a snippet of a news release from UT’s football program back in JULY of this year. They are trying to compare Auburn's 2004 undefeated season and failing to be the national champs to their upcoming season...(what a joke)
Tennessee has no comparable problem. The thrashing the Vols gave Texas A&M in the SBC Cotton Bowl, combined with a media-acclaimed recruiting haul second to none, has lifted UT into consideration as a national title contender.
