This came up for an on-line player profile ... son's fastball was read at 85 on radar at a recent summer showcase, but how does that translate into "arm speed", which I don't have a special measurement of?
Just thinking out loud that radar guns sometimes measure velocity of the ball at some point along the 60'6" travel where the ball has already lost velocity due to air drag, versus velocity at the release point.
I am sure that the showcase used a Jugs. These units measure muzzle velocity. Speed of the arm and the ball leaving the hand are identical for all practical purposes.
