Can one of you guys tell me if a quick pitch (with no runners on base) is illegal or not? The pitcher is essentially taking the sign out of the stretch but never coming set before delivering. The video below shows what I'm talking about...check out the replay at the 1:00 mark.

In the attached link, the umpires apparently felt like it was legal (and Adrian Gonzalez and Bobby V. were ejected for arguing about it). But then last night, the same pitcher (Orioles Pedro Strop) does the exact same thing against the Rangers and the umpire throws his hands up and gives the batter a ball (I'm assuming he ruled illegal pitch). What's the deal?

A pitcher is not required to come to a stop with no runners on in OBR.
A quick pitch really has nothing to do with pausing when pitching from the stretch. Gonzolez was complaining that he wasn't be allowed to get set in the box before F1 began his motion. When I see that I will call time and tell the pitcher to allow the batter to get set. It can be deemed a quick pitch but a typical quick pitch is the pitcher engaging the rubber and immediately beginning his motion. The rule to take signs from the rubber was instituted to prevent quick pitching
