How do high level Jucos identify and recruit players outside their region. For example, Florida Juco and a player from New England. Is it a recommendation from a scout, seeing the player in Jupiter, or player contacting the coach? Do some programs bring a player down for a workout/visit?

It can be all if the above. JuCos are allowed to bring players in for workouts
College coaches have connections with JuCos. Sometimes a D1 coach will lead a kid to a certain JuCo while telling him to get his grades up. A friend’s son was farmed out to a JuCo after one year at a ranked program with the idea he would be brought back. I never asked if the kid was asked back after he chose to move on to a mid major after a year of JuCo ball. I thought he was more suited to mid major coming out of high school. The ranked program had him overrated.

As far as Florida JUCOS it is my understanding that it is very difficult for out of state players to get a scholarship to play at many of the JUCOs, but, it is possible. In a lot of cases, it usually becomes an opportunity to move into a Florida 4 year program, D1 as well as D2.
Take a look at National Champions Chipola College. They recruit players from all over the country.
I suggest that if a player is interested to contact the HC or RC just like you would for any other opportunity. The application will ask for recommendations.
