"Redshirt" is the term to describe having a year of college not count toward the 4 years an athlete can play, once he is already in college. A "regular" redshirt is a year where a player practices but participates in no games at all. No NCAA approval is necessary but the school reports the player as redshirting. A "medical redshirt" is when a player because of injury misses most of a season and is allowed to not count that season toward the 4 years of playing eligibility. There are limits on how much the player can play and still be eligible for the medical redshirt and NCAA approval is required I believe.

Different rules apply at the DIII level as compared to DI and DII.

Not sure about your question as non-college players don't "redshirt".
I have another question with relating to redshirting........ Div 1 SEC school.

When and how does the school declare that a player will be redshirted (not a medical redshirt)and who do they need to declare this to?

Once the player has been offically redshirted, my understanding is that if by chance the coaches want the player to "un redshirt" it is totally up to the player to decide if he wants to do so. Is this correct?
