I wouldn't say this story is common in the MiLB but I don't think it is unusual either.

Players are tested by their organizations and like this player could fail several times and its up to the organization how they want to handle it.
Its only when players fail tests given by MLB that there are suspensions and the matter becomes public.

Many times the fan does not realize that these and other types of issues that can influence trades, advancements and demotions

Interesting. Since there is a lot we don't know behind the scenes, it's hard to make a judgment. My first thoughts were that maybe he completed rehab and made amends. Perhaps the testing may not have been as pure as first thought or something marginally legitimate caused a positive. Hey, I don't know. It wasn't Steve Howe they were protecting.

Of course it could also be a case of trying to win no matter what it takes.
