Is a base runner required to actually retouch the base he was on after a foul ball? I have seen some come back near the base without actually touching it and I was wondering if that was legal.
On a foul tip, or uncaught foul ball, it is not necessary for a returning runner to retouch intervening bases. At least that's what I am getting from the rule book. It seems rather risky though not to be on or near the bag when the ball becomes live again, at the risk of being legaly put out.
Runner must touch base he is on after every foul ball, I'm not sure about the penalty off the top of my head, I think that you can appeal not acquiring the base again.
5.09e says the runners are toi return to their bases after an uncaught foul ball. It also states that the umpire isn't to put the ball into play until they do. There is no penalty listed if they don't because then umpire is supposed to be paying attention and not putting the ball in play. The reason this was made a rule was because before runners were required to return they would stop halfway or more so they didn't have far to go on a hit. The accepted practice is they must return to the area around their base. In other words they don't have to touch just get close.
