Is there a roster limit in Div 2? I see a lot of fall rosters over 35.

Not that I'm aware of. I believe they can be as large as the coaches want them to be.
There are some practical limits, but as Infield08 says, there is no NCAA mandated limit for D2 rosters. Note that for the fall, there is no limit on D1 rosters either: the 35 player roster only has to be declared just before the first date of competition in the spring.
Also, in the spring, typically D1 teams can only dress 25 for an away game. I don't know if this is an universal rule, but the NCAA does mandate a 25 player limit during the championship followng the regular season. The corresponding limit for D2 is 24 players. Clearly the 24/25 players are more equal than others who are on the roster.
