Run count?

Two outs, bases loaded. Fly ball is hit to right field, but the fielder drops it. The runner at first wasn't going. The ball is thrown to the second baseman who tags the runner. Obviously the runner on third crossed the plate. The umpire said the run counted because the runner was tagged at second instead of stepping on the base. I think he was wrong and the run should not have counted.

Providing runner was tagged before he stepped on 2b it's still a force play. 3 outs, run does not score.
