What exactly does this say and what does it pertain to?
I think I may get what the confusion is. The reason it says "unintentional" is b/c intentional INT results in 2 outs: the runner and the BR. If unintentional, the runner is out and BR gets 1B unless it is the FPSR which was violated.

I just don't get runner interference and awarding a base?????

Basically, the batter is awarded 1 base from TOP (1B is his award). The runner who interfered is not awarded a base but the batter is if the INT was not intentional. This is true for any ruleset.

It applies when a runner is out for being hit by (i.e., unintentionally interfering with) a batted ball. The ball is dead and batter is awarded a single.
The most common is the R1 getting hit going to second by a batted ball. The runner is out and BR gets first. As stated, true in all codes.
