Here is the situation- Runner on first goes to steal second, ball arrives before he does. Runner seeing this slides way wide of base missing the tag and base completely and then scampers back and is called safe. What is the ruling? I understand that a runner cant move more than 3 feet from his created baseline when trying to avoid a tag but what about when he is sliding into a base to avoid a tag and basically does the same thing?

The same rule applies.
