I listed my pitcher as 1/DH on the lineup as he is one of my better hitters. I wanted to keep his bay in the lineup if he was removed from the mound. He gets on base in the second inning, I call time and get a runner for him as a courtesy. Plate umpire tells me no because he was the DH. I have never attempted this before so i had no idea if that was correct.

Umpire should have told you at the pregame conference that you didn't have a DH. Mistake #1 on him. Your pitcher is still the pitcher, so he is allowed a courtesy runner. Mistake #2 for not allowing it.

FYI, what you wanted to do with your initial lineup was not allowable in FED (but it is in NCAA.) If you start with nine total players, you do not have the option of using a DH for that game.

In talking lineups, "9-player" refers to a starting roster that consists of nine players, with no DH. "10-player" refers to a roster that has 10 players, with a DH. The answer to your question is the same; if you are playing straight FED then if you have a 9-player lineup you do not have the ability to add a DH later. Now, if there's a local variant, then the answer might change.

Pitcher cannot DH for himself in high school...just college.
