Safe or out?

First baseman holds ball on the ground with bare hand and tags the base with glove as the runner crosses the base. Hand is on top of ball while ball is still on the ground. Safe or out?

HTBT..... (had to be there)....It would depend on whether or not the umpire believed the first baseman had "control of the ball"....if so, then OUT....if not then safe...

That would be a valid tag of a base, but not a runner.

As you describe it, I have an out . . . although an unconventional one, and one you will have to explain to the OC.
