How much effort IF any do other clubs put into scouting some other organization’s Draft-and-follows?
I have heard they don't.

I would Guess that they would scout D&F to some degree. If the player doesn't sign he could be redrafted in the spring. Scouts can't contact a D&F but they can watch.

They are scouted just like any other player with the exception that the scouts can not talk with them. but they are seen and noticed if the scouts are at the games
I've been wondering about this a lot too. Any scouts I recognize this year keep their distance due to the no tampering rules.
I can't imagine how the teams are going to put together their mock draft lists when they have to wait until practically the last minute to see if last years' DFE's sign with the club that drafted them last year.
I've read that discontinuing the DFE is considered a good thing, but for this year, it must be nuts to be a scout, trying to assess both DFE and new prospects signability.
