Seeding Or Blind Draw

How many states have seeding or a blind draw for tournaments?

This is a big topic here in KY. Since two top teams in the state had to play each other in their distrct basketball tournament. The 10th ranked team was beaten. Some districts seed others have a blind draw.

And I know I am going to get some heat for this post, but I do love baseball and the same scenario can happen when our baseball team goes to play in the tournament.

Up this way the top plays the bottom and so forth

BUT you gotta play them all anyway, sooner or later
