I have a pitcher that doesn't move his leading foot in to come to the set position. He just brings his hands together then goes to the plate. His feet are already shoulder width.

I am pretty sure I am right on this one, in fact, I went home and the very first book I grabbed recommended this way to pitch from the stretch, "Coaching Pitchers: by McFarland. Anyway, the umpire calls a balk on the kid. I ask why, and he goes on about the front foot not coming to a set position. Thats **** right. Anyway, I lost, but, I am right! right?

We must be getting close to the season....

There is no rule that requires a pitcher to move his feet to a "set Postion". Only the hands.......NO balk...

Not knowing what level of experience this umpire had, I have seen some inexperienced umpires call balks on moves and actions that "just dont look right". The balk rule is one we spend a great deal of time on when teaching new umpires. The balk rule is one that relys a great deal on umpire judgement and of course, that individual judgement can be good or bad.
