It depends on when and where we're talking about.

 

If the event is off the particular coach's campus, and in the current time frame, then any direct communications with a player or his parents is not permitted before, during or after competition.  After July 1, 2014, communications may occur after competition has concluded.

 

If the event is on the particular coach's campus, then communications are precluded during the event, but it's not unusual for someone to line up an "unofficial visit" the day before the event, or to be invited to remain after the event for a rapidly scheduled "unofficial visit".  If you're wondering what an "unofficial visit" is, it's pretty much any time you visit prior to Sept. 1 of senior year, for which visit you pay your own travel expenses (though they can provide up to 3 free tickets to a sporting event).  For a current 2015, any time you're on campus it's pretty much an "unofficial visit", as opposed to an "official visit" (expenses paid + after Sept. 1 of senior year).
