9U game 3b coach notices pitcher in wind up with runner at 2b. sends him before wind up starts. windup so slow r2 has 3b stolen before pitcher releases ball. batter pops up to ss, ss tags 2b for DP. Blue calls runner out for not returning.

Correct call. The runner would need to have obtained 3rd base before the Time of the Pitch which is when the pitcher begins his motion to deliver. Because he was at 3rd base before the release means nothing.

what's wrong with stealing a base?

bases are open at 9U Nations.

If you are playing an open base league then the runner can go but he still has to retouch on the catch.
