Yea, packing a bus with explosives qualifies as wanting to create "Terror".
Just like the Christmas Day Pants bomber. It was not an attempted terror attack. Just because he did not blow up the plane does not mean there was not an attack. It means he did not achieve his goal of dying along with 200 others on that plane. The press must have meetings on how to present this type of news to the public.
