I think it comes down to "bang for your buck". The talent pool is so deep, and the in-state costs are small enough that you can afford to make those statements. However, if UF had six of the nations top prospects wanting to come to Gator World I'll bet there would be six FL kids looking elsewhere.
You are right. The coaches will still look for the best talent possible. But florida schools are in luck if a resident prospect earns 100% state paid tuition. Plus in Florida, talented top 20 in your HS class gives you more money.
There are many Florida boys who do leave the state to play elsewhere, quite a few actually. Many of these players are offered nice scholarships to lure them away from Florida, opening up opportunities for others, just as Florida schools will offer nice scholarships to those from out of state.
