What would be the proper steps to try and start a college baseball program?
I do not mean recruiting or anything like that; what I want to try and do is take our club program and make the transition to Varsity. The college I am at now has the financial means to do it. What do I do? Who do I go and bother about this?

Well, I won't be the the best person to ask but I would assume the Athletic Director would be a logical place to start. I'm guessing you will need support from the AD for the following at a minimum:
--financial support for fields, staff, maintenance etc
--scheduling of games, conference affiliation for the school games etc.
--scholarship
--marketing of the program
What division are the other sports in the school? What conference is the school affiliated with? This next bit is not really your problem, but what would it do to the balance of male to female athletes at your school.
My sons former school wanted to bring back wrestling, so they balanced that with adding womans rowing.
