Given that both MLB and the players union have signed an agreement to resist any government investigation it isn't surprising.
Congress should have asked each player, MLB official, and player's union official to renege on the agreement and if they refused to do so hold them in contempt.
A little jail time during spring training would work wonders for both players and officials willingness to cooperate.
