We had a situation that I cannot find a ruling on in the rule book.
Runner on first, no outs. Batter swings and misses third strike, but ump says "strike 2". defensive team says nothing, pitches another pitch that is a passed ball and runner advances to second. Defensive team then asks the field ump how many strikes; batter is called out and the runner is told to return to first.
I cannot find this situation covered in the rule book, but I believe this should be treated the same as an appeal and the runner allowed to stay at second since they didn't 'appeal' right away.
Any input would be appreciated.

You won't find that in the rulebook. It's not an appeal either - the only appeals are for missing a base, failing to re-touch a base and checked swings.

The umpire erred, and the rules permit him to "fix" it. The last pitch (passed ball) should not have happened. I think returning the runner is a reasonable fix, although he could have ruled either way.

Under OBR it gets a bit shaky...

Officially, appeals that a rule was misterpreted may be presented ony to the uimpire who made the call, and if he does not seek help, his ruling stands ..The umpire has no statutory authority to change a call that placed a team at a disadvantage..

(a teams recourse then would be to file a protest)

BUT....

MLBUM has an offical interpretation to guide umpires on this subject....

"if an umpires error such as a missed count or number of outs clearly affects the play, every attempt should be made to correct the error, IF possible.....
