Must a batter "pull" his bat back while bunting in order for it to be a BALL. Is there a written case study that deals with this? By definition, a pitched ball that does not travel through the strike zone that is not swung at or hit by the bat, is considered a ball.

I have always heard the term "offered at" in terms of bunt attempts, but cannot find a definative rule except through definition of terms; which as stated above would be considered a ball. I understand the answer some will give " ...you are better off blah, blah, blah..." but I am not asking a coaching question, I am asking a rules interpretation question

LonBlue67 has it for HS. If you playing anything with OBR variation then it's in the definitions. The offering that you hear means they actively tried to contact the ball by moving the bat. Holding it in the zone still does not constitute an offer.
As you say coaches will tell you it's better to pull it back, thinking you have to, they would be incorrect.
