Couple of things I've done over the years are...

If the cement anchor in the ground isn't too big then dig it up and see if the bottom part of the metal anchor is open. If so then you tap the base out with a hammer and crowbar from underneath. Then rebury the anchor and take some kind of lubrication and put on the base stem before putting it back on.

If you know you can't get access into the anchor from underneath then keep it buried. Get two shovels and put under the corners across from each other. Work it to leverage it out and switch to the other corners. May take a while but it should eventually come out. Once again lube it up with something before putting it back in.

As you probably know never leave the bags in overnight because it will eventually get stuck.
