When my son pitches, he gets a blister on the end of his finger. During bullpen we would put a bit of supreglue on it to protect it. Would it be legal to put super glue on his finger tip for a game?

Legal, no. Noticeable, probably not.
I wouldn't have a proble with it but I use New Skin, made exactly for this situation. What is he doing to cause the blister.

I guess putting spin on ball when he pitches , epically the slider, sometimes the fastball
