batter has 2 strikes. He swings at the pitch which hits his forearm. No contact with bat. Our ump calls it a foul ball. Although I know the batter should have been called out, my question is...is it a dead ball? is it a dropped third strike?

if you could point me to the OBR governing this I'd appreciate it.

The ball is dead, the batter is out on strikes.

In the case stated the ball becomes dead when it strikes the batter and the batter is out (3 strikes)OBR Rule 2 (definitions) A strike is a legal pitch when so called by the umpire, which-
(e) Touches the batter as he strikes at it.

Any time a pitched ball strikes the batter the ball becomes dead.
