First let me say. This is a site with a bunch of dedicated people. I compliment you all.
How do you distinguish him from the pack? His arm is weak that is why I tried weights.
I know long throwing is good. What else can I do besides tubing. I read someone mentioning running for conditioning. I am trying to do two things, get him to throw better from any position and get him to be better hitter. Even some younger kids throw harder. I am trying to improve his arm.

Any Ideas.

I have a 10 year old son, but I also have an older son that is a college pitcher. He called me after his first week of college practice and said, "Dad, I didn't make the baseball team... I MADE THE CROSS COUNTRY TEAM!!"

The point is that running will help everything; hitting, throwing, speed, core strength, etc. I would include it in any workout regimen that you establish for your son.
He's 10. Get him some good instruction and then plenty of repetitions. Make sure he is using proper form and then do it over and over again. Grip, footwork, arm action, etc.

To compensate for a weaker arm, make sure his footwork is correct. In time, his weaker arm will get stronger and, couple that with good footwork, it will look even stronger.

For hitting...get a good instructor or a coach. Again, repetitions done properly will make him a better hitter.

Keep in mind...this will not be fixed over night or in a few weeks. You will see small progress but don't expect him to be A-Rod by the start of the season.
In the case of a ten year old a couple of questions come to mind: how coordinated is he and does he know how to throw properly. Most kids that age who throw well are fairly coordinated and as a result have good arm action. Good arm action alone will allow 75 pound kids to throw 55-60 MPH. I would look there first. As for hitting, a lot of reps, preferably front toss from short distance. Sit on a bucket and throw firm underhand. Allows you to be very accurate. Use a screen if real baseball or use wiffles.
