If there is a runner in scoring position w 2 outs, the potential exists for a 'timing play,' i.e. if there's a base hit the umpires need to see if that runner crossed the plate prior to the 3rd out being made on the bases (if not a force play). This is to see if that run counts.
The umpires usually remind each other of this situation by tapping their wrists.
the signal if you can imagine it, is as Lon blue described, the tapping your wrist with the index finger as if you are reminding someone to check your watch (time play).......
this is also the time where you may see a live ball appeal(e.g. batter hits the ball to the outfield and misses 1st base and the appeal is made at first before the another teammate scores, if there are already two outs.
