Hello everyone. I understand that this topic has been touched on before but I am still a little unclear. If you are enrolled in a univeristy what are the rules of you calling another school to transfer? Say a JUCO?

In general, you may call/email another NCAA school at any time. However, the coaches may not respond until they have received permission from the current school. As a practical matter, you can expect that any direct contact to another NCAA/NAIA school will result in your current coaches finding out about it.
NJCAA coaches are not required to get permission from 4 year schools, so there is less risk of the inquiry becoming known to your present school.
