Son is having a hard time getting the release from the school. The HC and AD will not return his calls. What are the JUCO D1 transfer rules , or where can I get them.... I went to NJCAA did not find much

As I recall, there is no work around. The AD is the only one that can release your son from the NLI.
Maybe contact the college president?
I read that if you are transferring back to your local juco you do not need a release ?
In order to be eligible at the next JUCO (in addition to meeting the academic requirements), your son will need to have an NJCAA Transfer Waiver Form signed by the AD and the "Chief Executive Administrator" at the college he is leaving. So, as FoxDad suggested, you might try contacting the President or a VP at the college to get the ball rolling.
My son worked through this, although in Florida it appeared that staying in the same conference was a major No No.
My guy left with the blessing of the first HC who wanted my son to be happy, so he released him and entered a JUCO in the same conference.
