I am looking for a more formal way to pass out jerseys; I guess ceremonial. Anyone have any interesting way that Varsity Uniforms get passed out?

Well, semi-related... we just handed out Spirit packs and uni's. I came up with a short quote/theme as our motto for the team this year and it is printed on one of the practice shirts and the short acronym is on the back of the caps.
I didn't tell the players. The day before handing out stuff, I texted the quote to the guys and told them to put some thought into what they thought the words meant to them individually and to us as a team. We spent ten minutes doing a dugout roundtable on it before practice. I was impressed with how well it resonated with them. So, then, it was particularly meaningful to them after practice when everything was handed out and that motto was already represented on their gear. Sure woulda sucked if they thought the quote was lame 
As we were finishing practice with on-field BP, I had one of my assistants sneak back and throw the game hat and spirit wear on and walk out with it. ... was fun to watch the players flock to him and figure everything out.
So, as it relates to your question, maybe a short speech on what the uni represents, past program accomplishments, some of the great players that have worn them before, etc. Something else we have done in the past is I.D. great MLB players associated with our #s and discussed some character traits of those players. Maybe you can throw out a carrot... state something like - if goals are accomplished, uniform # X will be framed in a glass case and featured in the school athletic showcase forever.
If you have new uni's you can plan sort of a "reveal".
Our high school varsity coach has a formal one on one meeting with each player after the last tryout day. Speaks to each player about roles, expectations for each kid then hands out jerseys.
