Pitcher on the rubber in the stretch position (runner on first).
RH pitcher with glove hanging by his side and ball in his right
hand hanging by his side.

Pitcher brings both glove and ball upward and together then stops
(full second pause). NOTE: At this time he has not yet moved his
front foot.

Then he goes into the traditional stretch moving front foot back
toward rubber and moves glove & ball up a little to come set/stop.

Is this a balk? Does it matter what a pitcher does with his hands
prior to moving the front foot to go set?

The pitcher also changed his stretch and set pattern throughout the
game.

1. Balk for starting and stopping.
2. Foot has nothing to do with coming set.
