One thing it looks like, from this angle anyway, is that he may be tilting his head, or arching his back, just before delivery....may be causing him to drive his right shoulder up.

One drill I was showed, by the Pitt. Parates staff, (for high pitch delveries), was to move your catcher up...and to have the pitcher throw from the back side of the mound with your front foot landing on the up-slope of the mound. Forces you to be softer on your front side and throw "down hill" more.
I think that, in tennis shoes, on slick clay, you aren't seeing this kids real delivery. His back foot is oriented wrong from his stretch. You are right on with timing...I'd do some form sync-up work, step behinds..Herschieser, just to sync up what should be moving and when. Not certain hand height is the issue..maybe personally for this kid...I wouldn't call it a necessary teach though.
All that said, if he has cleats and a decent throwing surface he may be significantly different.
