VT Using Cost of Attendance Money To Increase Scholarships?

I THINK I understand how they are able to do this without running afoul of the 11.7 limitation, but would be interested to hear comments from 3FG and others. (My guess is that VT is technically "fully funded", but only nominally so, i.e. based on in state COA rather than out of state.) Hopefully, someone else can enlighten me further.
