It's possible - if he took an inordinate amount of time getting to the mound - but that would be one ornery PU.

There is no rule that says a relief pitcher gets zero warm-ups, but there is one that allows the umpire to reduce them (for delaying the game).

PIAA covered that two posts prior to yours. I always enjoy when a new pitcher will enter at the start of an inning not having bothered to throw in the pen, and the coach will have the catcher drag his feet in gearing up so he can get a few more tosses in with the warm up catcher. Such crafty gamesmanship.

He gets no more than eight unless there is a good reason to give him more (like an injury to the previous pitcher).
