In my view, weight should not be shifted unless a swing will occur.
Good weight shift is constant through the swing. It helps start the bat forward assisting the arms in bringing the bat into the zone.
Hip turn as an additional aid in increasing bat speed also takes place during weight shift.
Anyone who dances knows the value of smooth balanced weight shift. The swing process is a sort of dance with three major components, weight shift, swing and hip turn. Good follow through would be the result of the 'good swing process'.
More consistent contact would be a result of a good swing process.
