General information and questionnaires can be sent to a player of any age, there is no restriction.
True recruiting, the "we want you" type letters, are technically restricted until Sept 1st of your junior year. Off campus and phone contacts can start spring of junior year. You can find all this and more on the NCAA website. Here is a link to the DI Manual, look under Recruiting, page 100.
Remember, the restrictions are on the coaches. Players have no contact restrictions and can call or write coaches at any time.

In NAIA you'll hear the phrase there are no rules.
